A general contractor builds what someone else designed and usually excludes procurement of major equipment. An EPC contractor owns design, procurement and construction as one scope and is accountable for the finished facility working, not just for it being built.
The headline number can look higher because the contractor prices risk you would otherwise carry. On total project cost, including delays, variations, disputes and coordination overhead, EPC is usually cheaper for complex industrial work.
